A city is an urban area, differentiated from a town, village, or hamlet by size, population density, importance, or legal status. City can also be a synonym for "downtown."
Towns and villages are smaller than cities, and their number in IB is vast indeed. For the sake of simplicity, these are also listed in this category, though.
