The names of the various entities may well need to be changed, and there may be more that existed Pre-GWII than existed after. That may need to be addressed. I'm more than happy to have everyone help in this one; I just thought I'd better create it since I created the link and knew what I had in mind for it in the first place. German and Italian sent "volunteers". In the first case (the "legion Condor"), they formed the basis of the luftwaffen allowing to practice at a time when germany was still banned from having an air force as per the versailles treaty.
