How independent are the Prefectures? Could a prefecture secede from Louisianne, for example? Nik 21:30, 27 November 2005 (PST)
No, I picture them more like a confederacy of sorts, rather than a strict union like the united states, meaning that there's a great deal of Prefectoral rights instead of a strong federal government. So, no, they couldn't seceed.
