CHARLOTTE AMALIE - Floridian Governor Rivera welcomed the news of the Referndum results with a smile that has taken years off his recently anxious face. Speaking informally from the portico of the Palacio Verde: "This is the culmination and fulfilment of many long years of work here in the Cruzan Islands. It is well known that I bought the governorship of these Islands in 1959, when I was a 33 year old junior Congressman from Miami district 6 in Florida.
