I'd guess that it's another part of the NAL's constant, self-conscious effort to avoid aggrandizing itself. Less Is More and all that. Why put a big, showy eagle on your shoulder when you can use a quiet, anassuming dove. Benkarnell 10:19, 2 September 2008 (UTC)
My thought that is was a tribute to Tomos Jefferson, who wanted the emblem of the new nation to be a dove, and whose name was later given to the first airship carrier. Zahir 15:30, 2 September 2008 (UTC)
